It's very unusual
Does anyone have an idea why it's embossed across the entire field

It looks like it was glued to something. The imprint, and the glue residue is what you are seeing.

A soak in pure acetone might remove much of the feature in question. The coin didn't leave the striking chamber in this condition.

I've been scratching it hard with my fingernail under water and this is all I can get off of it so far it looks like it was part of the coin I don't know maybe not but I'm almost convinced

Water won't do much. Try an acetone soak. If it still doesn't come off freely, it's etched onto the surface. Either way, it's most post damage.

Even if the acetone doesn't do it, it is definitely still just something stuck on the coin.

There are infinite ways to impair a coin after it leaves the mint, and only finitely many ways that an error can occur in the minting process. How exactly this coin came to look this way, anyone can guess. All I can say with 100% certainty is this is not an error.
