1982-D Penny Something Off With Mint Mark

This is a 1982-D Small Date Zinc. To me, it looks like the "D" has been re-punched or something. It just seems really strange looking. Could use some advice on this one.

Outside the D looks like split copper plating. Inside the D looks like common damage to the MM punch?

There are no small date RPM's and I would say I see more of this damaged punch than not, on both large and small dates, very common.

When you see it on different dies and different denominations then it is very common mintmark punch damage:
1982-D-Penny-Something-Off-With-Mint-Mark
The metal punch is used on tempered dies and something has to give. The punch is the weakest one.
