This is a 1982-D Small Date Zinc. To me, it looks like the "D" has been re-punched or something. It just seems really strange looking. Could use some advice on this one.
When you see it on different dies and different denominations then it is very common mintmark punch damage: The metal punch is used on tempered dies and something has to give. The punch is the weakest one.
