Any other explanations for the weight discrepancy? Or just a convincing fake

There shouldn't be a weight difference that great unless it has been hollowed out or something.
If it is a contemporary counterfeit, it is a pretty good counterfeit for the time. Usually the lettering and devices are in very unusual positions.

Looks like I don't need to send the coin back.. Wonder what I should do now. maybe my LCS will know what it is?

Definitely not scraped but it does have a lot of rim dings.

You could try contacting the Liberty Seated Collectors Club http://www.lsccweb.org/
If it's a contemporary counterfeit they might know. I wonder if that chunk out of the rim is from a casting port (whatever that's called) or someone was checking if it was really silver?

I do not know much about Seated quarters (I am much more familiar with Seated halves) but it does look legitimate to me. It kind of looks like obverse 1 and reverse 2-B but very hard to tell because of the condition of the coin. As to the weight, is your scale accurate, do you have a way to test the accuracy?

I tested the scale with a legit Morgan as well as a large cent. Seems to be working fine up to .01 gram accuracy. I emailed the LSCC guys, maybe they will know. What do you think is goin on with this coin?

I would say keep it as is, without destroying it. I personally keep a jar labeled "FAKE" to keep my ever growing collection of fake coins in. Or you can give it to somebody for their knowledge and education.

If you want to know exactly what this coin is made of, you can find a coin shop or jewelry shop that has an XRF scanner to get the coin tested. These machines are very handy and show the exact alloy of a coin or other object. Expensive too...

Next time I go to my LCS I'll bring this coin and have them take a look with their fancy machine! Thanks for the advice guys, I'll let y'all know what it's made out of in the future

Not much help here, but I have counterfeit Barber half that's 70% it's weight, pretty close to what yours is. It's not silver, but unsure of the alloy as I've never had it tested. But more of a bluish grey than yours. I'd definitely have yours checked on the XRF.
