Hi everyone. I'm Mary from New Jersey USA. I have been cleaning out boxes and came across This 2007 Wyoming State coin. I had found others but this one seems to have an off set rim & an inner ring strike. Wondering if this is a post mark or error. Thanks in advance.

If I blink in sync with that, I can see on the reverse damage caused by a coin rolling machine.

Please don't do that gif thing again, it is hard to focus on anyone thing when looking at your coin for errors or areas of interest..

(BTW - I lived in NJ for 13 years.)

Slight MAD rim. (Mis-Aligned-rim) Not enough for a premium:
2007-Wyoming-State-Quarter-P-Mint.
Not on this one. It is a premium coin as the devices fall over the edge of the coin because of the incorrect alignment on the hammer die. (note the illustration on the alignment of the dies on this image. Also on the reverse you will see a weakness on the premium coins of a weakened design where the pull pressure was not there as the die didn't apply equal strike because of the AMD:

Also on your coin there is coin damage from a Wrapping Machine Damage circular on the obverse. That damage would remove any collectable value to the coin because of the damage.
