@zap, first welcome to CCF. Second, yes those two "bubbly" areas are where there was a pinhole in the copper plating and the underlying zinc has now started to corrode. This is not a mint error.

Zinc rot. A lot of these post 82s will have this.

Split through the plating. If you look very close, on these you can see the gray zinc peeking through. Spender. The clock is already counting down on these cents with the expose' on them.
