Looks like Machine Doubling to me but lets wait for the pros to chime in.

Looks like the normal sized devices pushed, so it is Machine Doubling and circulation damage. Machine Doubling happened real heavy from 1968-70.

Yup...hub doubling has character - rounded appearance, thicker profile. This is flat, shelf-like, and made the letters thinner than normal.
