1896 Indian Head Cent Mint Error - Off Center

While out buying a fair-sized lot of error coins the other day, I found this one in the mix. More expensive by a lot than the other stuff I bought, but I liked it as it's pre-1900 and in better condition than most of these I've seen.

I am calling it an off center, not a broadstrike, as parts of the 1 and 8 are missing. This seems like the right call here, but opinions welcome.

Also, I haven't a clue about grading Indians, but looks like at least a solid XF based on the rather mild amount of wear. Agree?

I would grade this EF-40, O/C 10%. Choice for grade.
