Yes, it is a small date D. Quite likely a die chip with the 6, possibly with a hit which moved some metal. Maybe a hint of Machine Doubling visible with the 6 as well.

The "So called" Machine Doubling is actually part of the ID for a Wheat cent:  It was an engraving mark made one the master hub on the small date die. Later this year they had to create a 'New' "new" master hub for the large date. This creation time is blamed on the rush for the mintmark punching on these dies, thus the excessive amount of RPMs for that year. The die chips were an issue that year for the small date dies. And the coins from this die are the only closed devices for the '6 & 9's for the series. But no premium for this as no one else has thought of that until now, and this forum is will know it. All the other designs of cents do not have a closed 6 or 9 on this series of cents. (Just the dies with the die chips like this one or on the '6' will have a closed example. (but that is just our secret)

@coop why is there no premium for that. It seems to be a pretty rare and pretty awesome error in my opinion

Just a die chip. Common on the 1950's wheat cents. These chips retired the small date dies. It was not just on that one area. But no one realizes that this is the only closed 9' as I'm the only person to figure this out yet. Otherwise they'd be selling these to the newbies. Only the family here realize this issue so far. Now that I mentioned it, watch and see the bottom feeders jump on this to unload these on the un-wise.
