Either acid damage or some form of corrosion.
It is PMD either way as it could not have happened during the striking of the coin.

Heavily damaged and only worth face value. It is unusual looking though.

When soft drinks cost 10 cents in a vending machine these were very common. Goal was to shrink the cent down to as close to the size and weight of a dime as possible to fool the machine and get your Coke for 1 cent.

Notice the apparently beveled rims as well as the acid damage overall?
