1998 D Cent Double Sided Rotated Doubling.

I just found a 1998 D cent, still in the Uncirculated Coin Set the is completely doubled on the front and reverse just like the 1955 double die. Can't find anything on it so far. Even the VDB is doubled. Not the best pic. will have to get a better camera shot. It is NOT an imprint on the cello. Some of the numbers are even triple struck. I will get a photographer to take better shots. Don't want to take it out of the cello if I don't have to. The reverse is completely doubled as the front. Looks like a "Rotated in Collar" error after viewing the photos below.

Might be an impression of the coin on the cellophane.

If that is the case it is not a doubled die. But a view out of the cello would tell us more. Because fill to either wear gloves or hold the coin only on the outside edges of the coin to avoid fingerprints on the coin. But will not be doubled like the 1955 cent. The types of die creation is different. So that could not happen.

If this were a double struck coin, then the reverse would also so the same thing, but the devices would be raised on the coin, including the bust and building:
