Yes my vote is for a minor Struck Through Grease issue too. You could save it as an exemplar until a more dramatic Greaser comes your way.

Or polished off the die. It wasn't forgotten, it was either filled or removed from the die. Note the tops of Liberty? They are wider near the edge of the coin. Indicating that there was an issue with a Grease Fill on the die. Possible a wipe down by the operator that moved the grease to the outer edges of the die.
