If it is incuse, it is probably a small Struck Through.
Hard to tell with the reflection and shadows on thr photo.

With the pics provided, it is hard to tell the grade, but I am thinking maybe MS-65?

Pics make it hard to see. Too much reflection from the lighting. My first thoughts were a small delamination error, but better pics might change than.

I took a couple mores pictures, extremely hard with this coin being super reflective. Do these pics help?

Going by the shadows, comparing them to the devices that are raised, it too looks raised. If it part of the coin, not something stuck to it, it maybe a retained struck through. LINK http://www.error-ref.com/?s=retaine...ruck+through

Figuring out what it is would be the first thing. Can you get us an angled pic that would show whether it is incuse(recessed) or in relief (raised)?

You could be right. In one of my earlier posts, I did not rule out something being on the coin. That could explain some of the odd shadows too. Snickers82, have you tried to remove what may be there? Maybe some acetone wash.

It could be glue though and seem part of the coin. I personally would try an acetone wash, just to see what happens, there is something quite odd about this anomaly.
