It seems to me that during 1997, a new master hub was introduced. This has given rise to a whole new family of working dies, with similar new ear detail.
Not just a new variety, but a whole family of very similar closely related varieties.

My opinion was formed from looking a number of related images found from a search in Google Images.

Unless there is something going on with view angle / lighting, etc., that doesn't look right to me, either. Looks more like Prince Charles than JFK...
