Among other things, it appears the coin carries some staining/gunk film. To get a better grip on what issues there may be, suggest soaking the coin in pure acetone--could eliminate some uncertainty.

Didn't look like that when the coin was struck. Looks like glue or some other substance on it.
As suggested, soak in acetone for 24 hrs and see what comes off.
In any case, it is PMD

Tape residue most likely. An acetone soak might help remove it.

Well unless it is clear tape, I feel it is glue that is semi clear. Anything blocking out the design is something added to the coin that is not clear. (Solder/cardboard/nail polish, that is not clear, epoxy or other things attached to a coin) Pretty much a throw back into circulation coin, not worth the effort to deal with coin.

I agree with Coinfrog - It is Tape still affixed or the residue from the adhesive from 'Scotch Tape" is on this coin

I'm thinking tape as well. Acetone soak would probably clear the issue, but what's the point when all you're left with is a cent worth 1 cent? Not a mint error; throw it back.
