Yes, it is die wear. The die chip in the 9 of the date is a marker for stage G of the die I mentioned above. I have a stage A example of this die in my scope right now and can assure you there is no doubling other than a very light dot under the eye that looks more like die pitting than doubling but it would be so minor as to be pretty much unremarkable.

The areas you are point out is showing the affected edges of the outsides of the devices. It is Machine Doubling on devices that are affected on the outside edges. Machine Doubling can happen on variety coins also.
