@jay, it could be partially Struck Through Grease or just odd circulation wear. In this condition though I think that it will be hard to know for sure.

I have to agree with Spence, your coin is showing a combination of general wear and a partially grease-filled die. The motto is there, just not showing as strong as it should be. Unfortunately partially grease-filled dies don't command much of a premium unless most of the features are obscured.

Actually the issue is more of a die issue. Note the die flow lines and die wear that happened on this one. The devices are mushy from die wear though the hundreds of thousands of coin coins struck before this coin. They do get even worse:

Unfortunately not much if any, if you put it on ebay you might get a dollar or two out of it if you're lucky.
