On wheat cents, reverse doubling is most commonly (but not always) found on EPU.
On this cent you can see the first dot, between E & P, is elongated. You can also see the bottom of the E, L & U are thicker than normal.
That sometimes looks like circulation flattening, but notice the top of the U and L are not fatter than normal, which indicates it's doubling and not flattening.
