Picked this one up awhile back from an online auction. I'm debating on submitting it for a regrade. When I bought it I thought it could possibly be MS64, but with the Cheek rubs I'm thinking maybe only MS63 What do you think?

I think I agree with your MS-63 assessment. The strike is also softer than typical even for an O mint Morgan(especially on the reverse breast feathers) which will contribute to it's limitation to 63.
Edit: By the way, there looks to be a notch of some sort at the top of the cap, what's going on there? over-polished die?

Looks like a 63 to me. The luster/strike/eye appeal are not saying anything better even though the surface preservation is quite nice for a 63.

63 but depending on the cheek scratch size I would say I can see 62

Using these photos (very blurry), I would say AU. I don't see any detail on the breast feathers.

the 89(O) should be above average in strike. this one is quite week particularly the reverse. based on these photos the luster is broken across the surfaces on both sides. the area of concern for me is K1-K2 obverse rim area which has those roundish circles on field at "BUS" this could be from a dip or clean and the solution was not removed properly. would the coin grade straight? most likely yes. tough call on whether this coin has seen circulation based on these photos. either AU58 or MS63. I would like to see better lit images to offer a grade opinion.
Edit to add - there is a big jump in value from 63 to 64 so it would need to be a solid 64 in order for PCGS to grant you that kind of gift (assuming it's currently graded 63) If currently graded AU55/58 you will likely not receive an MS grade. From these dark images I'm not sure.

Interesting 1889-O. I played with the pics and was able to see a little bit more of the surface by increasing light, contrast, and color. I still can't see enough to get a good feel for the grade.
The issue with the cap seems to be a combination of lighting and toning, rather than anything affecting integrity of the devices. There seems to be quite a bit of pitting on the obverse and reverse, especially near the rims. Off the top of my head, I can't remember an acid-treated die pair for this year, but that was my first thought.
The obverse has quite a few prominent contact marks. The ones beneath the chin, in the lower center of the cheek, and in the hair beneath the ear stand out. The reverse pic is too hard to make out the contact marks, but unless it is substantially better than the obverse, I couldn't see a 64 here. I agree with @dave700x, this one doesn't look like it could make the leap from slider to UNC or above a 63.
It's a nice coin, and certainly a challenging critter to find in UNC.

Its currently at MS62. I will probably just hang on to it as is. I see plenty MS63-64 O's with worse rubs than this but the strike isn't the best.
