It is a plated coin. Note the surface is not as shiny as a proof coin. Also it is a 'D' mint, so the surface was altered to probably be sold as a mint error, then it is not.
Large and sharp vertical images of the obverse and reverse would help better determine what's up. As it is, it appears (appears...) that the coin may have been plated.
I don't know about that John. Someone donated 20 some rolls of BU 64s in 2012. I took them all and 2x2'd them to give away to kids. Most of them look better than the OPs. I think it's a normal coin.
