looks like it. Too bad they didn't bring in an older set, say from 1978 or earlier so an Ike could be 'errored'

My postulation is that coin pictured is a deliberate mint sport, made illegally by a Mint employee,
not an accidental error.

As I said before,a mint assisted error and the TPG needs to state that on the slab. Not a genuine mint error.

Not only did someone sneak them in, they snuck them out. Otherwise the chances of them coming back together would be small.
