Looks to be a worn and banged up nickel to me. Can you post up a better picture of the eye for us? (a close-up if you can)

Also remember about that year, the devices were showing a lot of die wear on the devices.

(making the devices wider and mushy) When the devices look smaller in size then the die was over polished. An issue with the removal of the field material reducing the size of the devices. To me the devices are way too mushy on the the nickel reverses. SO always consider this when searching this denomination on the reverses.
