From this pic. it looks like staining, but with a sharper image it might tell a different story like possible Lam

It's darker of course but there is a definite structured line along the curve .

A close-in photo taken at a slight angle (not vertical) might reveal more.

Looks like a lamination peel on that area.

After looking at the closeups, it looks like it delaminated before the coin was struck. (Nice close up photos)

It was definitely stamped after by the looks of it. Obviously its not in great shape , does this error add value ?

I feel the lamination peel was after the strike. Note the tops of the devices are still there, with the original color on the tops of the date and mintmark. If this was a post lamination issue, the color would not be two different colors. The strike is what is holding the lamination the tops of those devices. Note the lamination lines are across the tops of the date and mintmark with the same color as the normal surface of the coin.
