1996 P Washington Quarter / Strike Over >(?)<

Good morning. There was more red paint on this coin when I initially got it with other change from a purchase and at first I thought maybe PMD. But moving it here and there with other quarters I finally looked at it a little better and it could possibly been struck over with something. I cant quite make it out. The edge isn't pushed out, and if my old eyes arent deceiving me there appears to be markings of some sort on George's face, neck etc. Heres some less than great images for the experts. Thanks guys...

I am leaning towards PMD like some kind of acid or hard contact object. It is possible that this could also be a struck thru of some kind. The solid grey color of the quarter also leans me more to PMD.

It looks like you can see the copper core exposed and the markings on the rim appear to have shifted metal. I'm guessing PMD as well.

@skip, I am convinced that this is all just damage, but you could help to confirm by posting the weight. It should be mint spec minus a bunch for that hollowed out region on the obv.

I think that the bulge on the reverse that resulted from the damage on the obverse is located on the UNI of 'UNITED' side of the coin. but nonetheless it is just some sort of damage.
