Appears to be a glob of dried grease-like material or adhesive. Soak the coin in pure acetone and it's likely to come off. Anyone's guess how it got there.

Looks like a foreign substance. Try soaking in acetone.

@ merclover , All so true but in OP's case I don't think he should worry about ruining the Numismatic value of THAT coin .
