Probably a cup holder in the car coin victim. More of a staining and acid damage image. No premium for this. It is just damage to the coin.

Not a mint error. Appears to be some dried 'gunk' or stain on the coin. Try giving the coin a soak in pure acetone for a few hours--may remove some, or all of the material.

@hob, I agree with the others but note that clad coins with missing clad layers weigh considerably less than mint specs. You should be able to figure out surface staining vs. missing clad very easily that way.
