Yea, look at the torch. There are two bands that go across, one at the top and one at the bottom. NGC and PCGS designate them just a little differently. PCGS requires coins that have the full band designation to have both sets of bands to be fully split. NGC requires the same but also the torch slats to be fully struck with no marks within a small distance from the bands. Both will disqualify coins that have marks on the bands if they are distracting or marks that cross the bands.
Usually, the top bands are split, but the lower bands are usually weak on the clad issue coins(1965-present). Look closely at the 2000S coin you found(it is a proof and not intended for circulation). It should have both upper and lower bands well struck so you can have something for comparison for the regular circulation coins.
