Keep in mind the fields next to a device on the the zinc cents show more die disturbance on them because of die wear.

Also there might have been a die polishing next to the deeper incuse devices that removed the edge of the bust.

That maybe what you are seeing. Not not part of a doubled die. When the rise is on the fields, that is usually not what you want to see.
