Looks like it may be glue or something slmilar.
Whatever it is, it couldn't have happened when
the coin was struck so it is PMD

How about a close up of the liberty area.

For now, I'll agree with glue or other residue on the surface.

I agree it is an PM. To understand: First I see I say could be metal planchet defaults, but after your spot I see the missing parts was not strike, witch out pass the possibility of the Mint process.

Looks like Elmer's glue or a clear glue. Not a mint error.
