Looks like Die Deterioration.
There is also a Ridge Ring starting to form.

Dearborn, if you go to the link I provided and go to the correct date/mint, you will see listings that end with an R, this is for reverse listings. There are two pages for this year/mint and a few different ones this one could be. The OP would probably need to look for markers provided to nail it down though.

Does appear to be a minor trail die, but there is also a ton of Die Deterioration going on. Since OP has highlighted areas that show both, I think it's good to point out what is what. The places where there are little skid-mark-like raised lines following on the corners of the devices all parallel to each other (visible on EPU and the tops of the columns on the memorial building). The wavy non-uniform appearance on the obverse of the coin as well as on the designer's initials on the reverse are just Die Deterioration.

I see mainly issues associated with Die Deterioration and formation of Ridge Ring as JimmyD has pointed out.
