If you're so inclined, soak the coin in 100% acetone for a day or two and see if there's a change.

I would guess glue on the surface, but regardless not a mint error, just PMD.

Transferred from another coin. Thus the devices are mirrored from the reverse being glued on this coin. No vise was used on this coin, just glue, probably an epoxy as it in not see through. "Reminds me of JB Wield."
