Looking at this 1999 Connecticut Quarter on the reverse side at the tree branches, I see an area that looks to be an error. Can you advise please?

It appears like Die Deterioration Doubling to me ...

Machine Doubling is not considered an error, it is just part of the minting process.

If it were a doubled die, that area would be raised, on flattened on that area:
1999-Connecticut-Quarter,-Deemed-Error?
Also the area is not in the target area, in the center of the design.
