Help Identify Large Vintage Japanese Medal 82mm ?

Having a Hard time Identifying this what I believe is some type of Japanese medal. The size is 82mm and I believe it is made of Bronze.I had my niece look at this and she teaches American in China and she said it is probably Japanese and She could not identify the writing as it is written a long time ago and she was not familiar with this. Anyway, any help would be appreciated as to what this medal is and the date of this would be great. I could not find this anywhere on the internet.

The words are written in old fashioned Seal script Kanji so it took me a while to figure it out. The top reads "Prefectural Combined Exhibitions", while the bottom reads "Ministry of Agriculture and Commerce". This Japanese ministry existed from 1881-1925.

I think this is probably some kind of award or souvenir from the exhibition. Are there anything on the back?
