I've exhausted my google and forum searches trying to find a similar marking outside of Roosevelt's upper lip and would appreciate the time of anyone who could help identify what I am looking at. Thank you in advance for your time and attention.

Rather cool looking. Might a 'soft' dent/ding in the die. Obverse shows evidence of Die Deterioration. What does the reverse look like?

Note on the eye there is something there also. The die might have been damage with Feeder Finger Damage? If the FFD follows the current design, it might be horizontal on this design) The polishing of the die didn't go those voids too deep on this die? The only thing I can think of right now.
