The way the letters are running into the rim,
wonder if it is an early stage Dryer Coin.

Just a Dryer Coin. The color gives it away. (Copper plated zinc) Just a damaged coin.

Agree--early stage Dryer Coin. There should be a museum dedicated to unfortunate Dryer Coins. Maybe a Dansco album produced with extra thick pages (deep holes) to handle outstanding examples.
