Community agree this is a lamination issue? What causes a lamination issue like this?

Some will say "lamination", the reality it is is aging coin material or metal, depending how you want to say.

Lamination issue, yes. Wondering if there's an emerging die crack of Abe's skull--very subtle. Nice photos!

It is a lamination error. The was something that was cold rolled on of the stock material. Because this happened after it cooled, then it is not adhering to the hot roll metal. These are rolled and stretched while the metal was being rolled. Cutting the stock material or forming the proto rim, loosens the attached material. Most often these are long from the rolling process. After the strike that peel may fall off then or later on. This type is not a desirable type. It makes it harder to sell because it is a distraction to the coin. (I know, I tried. Even in BU no one was biting on this) When the lamination is deeper and special in shape, then they will sell.
