Is this a blister in the zinc or a new place for a dot?

From 1982 to date these coins where made out of zinc plated with copper. What you have here in my opinion is a gas bubble or corrosion that has developed under the plating.

As sharp as it is it could be a die gouge, but still insignificant as far as value goes.

I think it;s a little gas bubble you could see other indications on the surface looks like a couple of areas that look like gas bubbles jazzcoins joe

It could well be a gas bubble, but would be an unusual one...it's small, tall, and sharply shaped - which indicates gouge more than gas bubble.

Being that it's at the edge of the design, in the right place for split plating, and does have split plating to the right of it, a gas bubble is a realistic possibility.
