Are the scratches on the holder or the coin?

The scratches are on the coin's mirror finish. The holder is in perfect condition like new.

MS61 (if business strike) / PF61 (proof strike) I do not know this series well enough to determine which is which.

I'll go higher at PF64. Even PF65 wouldn't surprise. The main distraction I see is the discoloration on the reverse. I don't think the "scratches" are an issue for this series. They are almost certainly from badly polished dies at the mint. Here's a PF65 example:

Seems to be square edged, like a proof. Unfortunately, hairlines keep it to a strong PF-62. Highly desirable coin anyway.
