Are the scratches on the holder or the coin?

The scratches are on the coin's mirror finish. The holder is in perfect condition like new.

I'll go higher at PF64. Even PF65 wouldn't surprise. The main distraction I see is the discoloration on the reverse. I don't think the "scratches" are an issue for this series. They are almost certainly from badly polished dies at the mint. Here's a PF65 example:  |

Seems to be square edged, like a proof. Unfortunately, hairlines keep it to a strong PF-62. Highly desirable coin anyway.  |
