@josh, first welcome to CCF. Second, I agree that the crimp seems to be damage such as from wire cutters. However, I'm inclined to think that the dramatic color change is due to missing cladding in this region. Confirming that the weight is lower than mint specs would help. What I am less sure is if the damage predated the missing clad (I.e. is there way to de-bond the layers in a clad quarter? I don't think so, but someone may have found a way. If it was a mint error rather than a manufactured error, then I think someone has subtracted a significant amount of value by this damage.

I'm thinking the cut was made before entering the press. It looks like the rim partially filled in where the cut was.

I'm not entirely certain that is a cut. Possibly a defective planchet.

The edge doesn't appear to be out of round, which would be unusual if that much force from snips or cutters were applied to the coin.

Also, I don't see any moved metal or metal elevated above the surface of the coin on the obverse, which would be expected if the coin was cut.

Finally, a defect in the planchet would account for the significant weight deviation (8% - 10%). Certainly that much weight loss is not due solely to the missing portion of the clad layer on one side.

Major caveat, though. Much better pictures of the affected areas of the obverse and reverse are needed to be sure of anything.
