@sbg, are you talking about the crescent-shaped groove on the obv or the overall softness of details? I think that these are both evidence of damage rather than a mint error, but likely from different events.

the circular impression on the obverse looks to be the same diameter of a cent coin - I think that this coin was crushed up against another and the rim of the other coin made this impression.

Looks acid dipped. Should be under weight. The surface looks like a cup holder coin. The high ridge could have been from another coin laying over this one, preventing the acid to affect one area of this coin. Just a spender.
