Judging from its placement along the neck I'd say damage. If it were a DD or even MD the double would follow the design up to the face instead of only half
The neckline appears to be post-mint damage. The date doubling is real, but is mechanical. This was very common on the 1922 Peace dollar. Still interesting to have.
Seated, I have heard that comment also and read it several places...have you ever read as to why 1922 was such a problem? I have a couple of those also, they are very common.
