Definitely PMD, took a very heavy hit to the rim pushing metal inward.

Note the rim is pushed in on that area. On a clipped planchet issue, the rim would not be shoved back into the coin.

Note the absense of reeds on this example on the affected edge. On your coin, you can see that edge pushed in and the reeds are showing. It was round until it was damaged.
