They were punched by hand at that time, with considerable variation in position a normal occurrence.

If there were 15 different working dies, chances are the S would be slightly
different on all of them as the mm was hand punched into the die.

Agree, location of mint marks punched by hand can vary. Check '53 S wheat cents--quite variable with them.
