You have to usually go by the rules each grading company puts on their submission form. I just sent coins to PCGS and I had to take them out of plastic coin holders and by some envelope 21/2 inch Mylar flips. I hate sending them that way but it is the way they want them so I didn't want to tick them off. Only reason I like sending in the plastic coin holders is I was shipping coins to ANACS that way and the person grabbed a huge metal hand stamp and proceeded to stamping away on my package of coins. Come on if I had them in Mylar flips she would of damaged the coins. If you have an issue with the way to send them, always call the grading company you are using because they are always helpful.

You need to follow NGC submission rules. If you want to do something outside of the submission rules, call them as they may return your submission without grading. NGC will only crossover PCGS, but they use to crack out coins in other TPG holders for raw grading. If you have coins in other TPG holders, call they before submitting.

Their submission guide says you can use capsules. I currently have a submission at NGC that was sent in with air-tite capsules.
