It's PMD from what I can tell, I cent think of anything in the minting process that could have this effect. Clearer pictures may show something different but I'm thinking damaged coin.

Is the curved part on the reverse that goes through ONE DIME raised?

Looks like possibly some sort of combination of greaser/die damage/die failure. If the part on the reverse is raised then it couldn't be PMD because there isn't a corresponding area on the obverse that is indented like that from being possibly struck with something or some other form of PMD. There arent any signs of displaced metal from post mint damage either. Also the obverse area where it looks like the issues are below the surface of the coin dont show corresponding raised areas on the reverse. Clearer images would def help though.

The incuse area you can see the exposed core from the look of it meaning it's damage. A very acidic environment could have caused this for sure.

Post-strike damage. Larger, sharp photos could tell is more. Given what's currently posted, I'm thinking it's the result of applied heat--perhaps exposure to a hobby-grade butane torch.

Yes I agree with the heat diagnosis--a so-called campfire coin. We see this somewhat regularly on clad coins.
