I wouldn't call it a printing error as it has nothing to do with the printing.
Hard to tell from photos but something has been in contact with the bill
in that area that lightened it.
I would say it is just damage, not something that happened at the printers.

What's up with the photos ? All four are oriented incorrectly and would be more useful with the background edited out.

Looks like the bill was crumpled or shoved into a wallet and the crease pressed into it. Notice the curve on the edge of the bill going into the 'fold'
