I was having a hard time finding it on the full coin shot but think you rotated it 90 degrees. Does not take much to confuse me.  Maybe a retained struck through?

Yes Makescents, I rotated the closeups. The feature runs vertically from lapel to jacket. It's raised and almost has a familiar shape. Odd place for a gouge to I'd say.

Could be as simple as misplaced metal too. Looks like there is a large chunk gone out of the cheek bone area, PSD.

3rd and 4th pic I see horizontal lines like from a piece of braided copper wire? Weight? John1

 Yep John 1 maybe correct in braided wire. Looks like struck thru wire to me.

It weighs 3.10 g and as noted there is some damage to the cheek but that seems unrelated. Do you guys think this is a "retained" piece of wire or that the die was imprinted with the wire and transferred that impression to the coin?

I do not think it is a retained wire,that would increase the weight. The die could have been damaged maybe and then transferred the die damage to the coin. Or just some kind of die gouge. John1

 Yep Wire not retained but maybe damaged die leaving a ? Strike thru ?dent ?gouge?. Clear as Mud.

If were talking about the lapel, that looks like a thin die chip or in incuse mark on the lapel that pushed the metal a bit.
