Due to an overpolished die.
You can see weakness in other areas as well.

There are some out there so bad that the front of his coat is gone. This one almost.

Yes, the result of aggressive die polishing. Might want to keep it in a 2x2 for reference purposes.

On the die that struck the top coin on these images, I feel it had an issue with Feeder Finger Damage. Thus the excess polishing on that die:

Note how much of the design was removed form the die when it was over polished.
