I'm not sure, but I opened a BU roll of 58p with 20+ pennies with this exact issue...raises letters and lines on the rim, both sides

If it looks like this, it is die wear. A lot of the 1950's wheat cents looked like this as the dies wore, They over used them past normal retirement. So they are common to find. About 54% of the coins dies will be in this die state when they reach that die state.
