Ridge Ring with a slight Misaligned Die is giving it that effect.
Not an error.

Looks like the second polishing of the and the die flows are returning and the devices are getting smaller after each polishing. 1983/1984 had a lot of die clash issues that year and the obverse dies really suffered a lot those years. Seems like this happened less on the 1985-forward coins. So something changed? Not sure what yet, but it will reveal it someday to me.
