I want to say PMD but it may be a cladding error and over time the exposed zinc developed some issues. I'll let the experts confirm on this one though I don't know much about those kinds of errors.

Yes John I know, thank you. Aren't there coins with plastic still attached after a strike through error. If so could this have happened to this coin, if it's impossible I'd like to know why. Thanks

Appears to be tape and possibly tape residue. Yes, a luxurious soak in 100% acetone will tell us more.

It is tape that was added after the coin was struck. There is no way that if it was a Struck Through that it could be wrapped around the planchet before it was struck. Also the tape appears higher than the fields. If it was struck through, the pressure from striking would make it even with the fields Soak it in Acetone for 24 hrs and it should return to normal.

100% tape on this one. It will be interesting to see if there is a difference in surface toning once the tape is removed.

OK thanks guys, the way the tape looks along the rim and how long it's obviously been there gave me pause. On the acetone advice, your saying if I had an actual retained strike through that acetone wouldn't have any affect on it?

Acetone will only act on the tape/tape residue, not the metal characteristics/details of the coin.

That is Scotch tape - this coin was taped into a folder - like a whitman coin folder.

Michael, acetone will remove all types of plastic, and petroleum-based products. Your second post asked if it was struck in plastic, there is a thread here somewhere about struck in plastic on a 50-cent piece. If it was struck into the coin, acetone would remove it.
